Complex Off-Hire Bunker & Hold Condition Survey Followed by Bunker Quantity Survey Successfully Completed at Port Bin Qasim, Pakistan 31.07.2026

At Port Bin Qasim, Pakistan, Vals Marine Survey successfully carried out an Off-Hire Bunker Survey, Hold Condition Survey, and Bunker Quantity Survey (BQS) during the same port call.

To protect our client’s commercial interests, our surveyor first completed the Off-Hire Bunker Survey before any documentation was signed. During the inspection, our measurements were carefully compared with the vessel’s Oil Record Book and Engine Log Book, allowing us to identify hidden/unreported bunker quantities that required clarification.

Once the survey findings had been reported to our Time Charterer client and all supporting evidence had been presented, we awaited the client’s authorization before proceeding further. After receiving the green light, preparations for the bunker supply operation commenced.

Our attending surveyor completed all initial bunker tank measurements on board the receiving vessel and subsequently carried out the initial measurements and verification of the bunker barge. Following confirmation that the agreed pumping pressure and transfer rate were within acceptable limits, the bunkering operation was authorized to commence.

Upon completion of the bunker transfer, our surveyor conducted the final measurements on both the receiving vessel and the bunker barge. The independent calculations demonstrated that the quantity actually delivered was lower than the quantity stated on the original Bunker Delivery Note (BDN).

Based on the evidence presented by our surveyor, the discrepancy was accepted by all parties, and the BDN was amended and reissued using the independently verified delivered quantity determined during our Bunker Quantity Survey.

This operation once again demonstrated that timely decisions, technical expertise and accurate interpretation at critical stages of a bunker operation can prevent commercial losses and contractual disputes.
